Does anyone know who is cutting these trees are being cut along Lac Le Jeune Drive between Park Drive East and Rainbow, and why? Not all trees are down, just some (and it appears random), and they were not close enough to the road, or tall enough, to be causing any issues.

Probably Hydro if they are under the Hydro right of way. They recently did Lac Le Jeune Park Drive East
I was told the trees were cut down because they have misletoe which kills the trees and spreads.
A contractor came in last fall and cut many of the pine trees down.:-( Apparently they are trying to get a handle on the pine tree mistletoe. Very sad to see more trees dying. If you recall, they did this a few years ago near the Bush lake parking lot.
