Notice of Public Hearing: Zoning Amendment Bylaw 2916 (Lac Le Jeune)

Current Proposal Information

The Thompson-Nicola Regional District gives notice that it will hold a Public Hearing in the TNRD Civic Building Boardroom on Thursday, September 3, 2026 at 1:30 pm to consider Zoning Amendment Bylaw 2916.

What is Zoning Amendment Bylaw 2916?

It would rezone portions of the subject property from P-1: Recreational and LR-1: Lakeshore Residential to AF-1: Agricultural/ Forestry. It would also remove a previously-approved site-specific amendment in the LR-1 zone, and would discharge an existing servicing and park dedication covenant and replace it with a “no further subdivision” covenant on the proposed “Remainder” parcel. The subject property is the former Lac Le Jeune Ski Ranch, located at 5805 Lac Le Jeune Road in Electoral Area “J” (Copper Desert Country).

Make a Submission

All persons who believe that their interest in property may be affected by this proposal shall be afforded a reasonable opportunity to provide input at the Public Hearing. Anyone may make written submissions on this matter, which must be received at the TNRD Civic Building main office prior to 12:00 pm on September 1, 2026.

Anyone who wishes to present at the Hearing virtually (via Zoom) must contact Legislative Services prior to 12:00 pm on September 1, 2026. The entire content of all submissions will be made public and form a part of the public record for this matter.

How Do I Get More Information?

A copy of the proposed Bylaw and all supporting information can be inspected between 8:30 am and 4:30 pm, Monday to Friday (excluding statutory holidays) at the TNRD Civic Building main office from August 17, 2026 until 1:30 pm on the day of the Public Hearing. TNRD FireSmart Free Chipping Day

TNRD FireSmart™ free chipping day events support rural property owners in reducing wildfire fuels on their property by clearing out brush, branches, deadfall and trimmings.

When

May 27 and 28, 2026: Lac Le Jeune/ Walloper Lake

Chipping Day General Instructions: 

• Place debris at the end of the driveway the night before pickup
• For easy pickup, stack wood with butt ends facing the road 
• Brush needs to be clean and free of dirt and rocks 
• Woody debris is limited to being a maximum of approximately five inches in diameter

Firesmart Free Chipping Days - October 27, 2025

Residents in Lac Le Jeune and Walloper Lake are encouraged to take part in a free chipping day hosted by the TNRD FireSmart program. This is an opportunity to reduce wildfire fuels and help mitigate risks to property from wildfire - with brush and branches hauled away and chipped free of charge.

EVACUATION ALERT

July 21, 2023 at 2300 hrs

An Evacuation Alert has been issued by the Thompson-Nicola Regional District Emergency Operations Centre (EOC), effective July 21, 2023 at 2300 hrs, due to wildfire.

A current wildfire in Electoral Area “J” (Copper Desert Country) and Electoral Area “L” (Grasslands) poses a threat to life and property for approximately 360 addressed properties in the following areas:

• The areas South of Kamloops, East of Highway 5, West of Highway 5A, including Lac Le Jeune and the Knutsford community within the TNRD, as outlined in the attached map.

This Evacuation Alert is in place to prepare you to evacuate your premises or property should it be found necessary. Residents will be given as much advance notice as possible prior to an Evacuation Order; however, you may receive limited notice due to changing conditions.

What You Should Do:

• Locate all family members and designate a meeting area outside the evacuation area, should an Evacuation Order be called while separated.

• Pack essential items such as government-issued ID, medications, eyeglasses, valuable papers (e.g. insurance, credit, and mortgage information), immediate care needs for dependents or pets, and, if time and space permits, keepsakes for quick departure.

• Make arrangements to stay with family or friends (if possible).

• Prepare to move disabled persons, children and/or neighbours, if assistance

is needed.

• Prepare to take pets with you and move livestock to a safe area (if possible).

• Arrange transportation for all your household members. Fill the gas tanks of personal vehicles.

• Arrange accommodation for all members of the residence, if possible.

• Wait for an Evacuation Order to be issued before evacuating. Monitor for information on evacuation orders and location of Reception Centres.

The contest features Ember, the FireSmart BC mascot!  You can pick up colouring sheets at your local branch and enter for a chance to win an Ember plush toy by showing a completed colouring page to staff at the library desk.

The Lac Le Jeune Conservation Association, as a non profit society, allows us to:

• Obtain Federal, Provincial and TNRD funding for initiatives, such as fire mitigation, water monitoring, conservation initiatives in our beautiful area.
• Build relationships with Ministry of Environment, Fisheries, Forestry, Parks, Transportation and Highways, RCMP, TNRD and other agencies.
• Participate in a Water Monitoring Project in conjunction with Ministry of Environment to help protect our watershed.
• Participate in the Invasive Species Program in conjunction with the TNRD.
• Build relationships with local groups and businesses working on projects in our area.
• Keep up-to-date with conservation issues that affect our community.
• Work together to address emerging issues and to be proactive in protecting our environment.

Evacuation orders and alerts in surrounding area

Logan Lake was placed on evacuation order at 15:30 this afternoon (August 12, 2021), and the surrounding area that extends toward Melba Creek Road is now on evacuation alert. 

Continue to check TNRD emergency services for updates on evacuation alerts and updates.  

If you have not already done so, download the Voyent app so that you will receive notifications if Lac Le Jeune is included in an evacuation alert or order.

An important tip: Keep you vehicles fuelled up! If evacuated, you may be on the road longer than you anticipate, and gas stations in the surrounding area could run out of fuel. 

If Lac Le Jeune in notified of evacuation alert or order, be sure to spread the word to your neighbours. Do you have a community contact list? This list is prepared by Steve Roy through the Lac Le Jeune Conservation Association. If you don't have an up-to-date list or need to add/change your contact information, send email to laclejeune@laclejeune.ca

It is an updated version of the 2013 document available on the TNRD website. There have been a few additional minor modifications but this is the document available at this time. 

In addition to this document, TNRD advises the following (received via telephone):

• Make sure we have visible address signs. (The RCMP notify by our street address, so lack of address signage can slow down the notification process.)
• Have a meet up plan for your family, especially if you have children that might be at home alone. It can be a meeting place or everyone check in with one family member. It can be really distressing for all involved if there is delays in families reuniting. 
• Sign up for the Voyent Alert System. The TNRD send out urgent emergency information this way. 
• Review the emergency preparedness information on the TNRD website. 
• Review the evacuation alert/order procedures so you are prepared with the information in advance. 

As Lac Le Jeune community members are aware, there is only one obvious exit from Lac Le Jeune. We have been advised by TNRD that there are contingency plans for this depending on where a fire might be.

Many of us work and study from home and are struggling to get the connectivity we need. Meanwhile, we continue to pay for services we're not receiving.

Fire Smart Demonstration - August 7th

Want to know how to prepare your home for fire season?

A public Fire Smart demonstration is being held for the Lac Le Jeune community at 3757 Ridgemont Road on Wednesday, August 7th at 7:00 pm. 

Learn how to assess and identify the hazards on a property and how they could potentially affect your home in a wildfire situation. An Emergency Management Specialist will be on hand to discuss ways to mitigate these hazards, reduce the potential impact of wildfire and increase overall community resiliency.

This event brought to you by the Thompson-Nicola Regional District and the Lac Le Jeune Conservation Association.

Free Dump Day

The free dump day at Lac Le Jeune is Sunday, April 28th. You can take one free load per household. This includes materials that would normally have a fee, such as tires on rims, mattresses, furniture, etc. View the flyer (PDF) for details.

Local government elections for TNRD regional district area representatives are held every four years. The next scheduled general local election is Saturday, October 20, 2018.

Reminder: TNRD Mobile Library Visit

Quick reminder! The TNRD Mobile Library will be in Lac Le Jeune Friday, September 21, from 11:00 to noon. It pulls in beside the community bulletin board and mailboxes.

Declaration of State of Local Emergency

This TNRD declaration of state of local emergency pertains to Electoral Area J. A state of local emergency provides the TNRD with the authority to use necessary resources and to perform emergency work related to wildfires in the area.

Currently there are 14 wildfires larger than 0.01 hectares in Kamloops Fire Centre. This includes 1  fire of note: Elephant Hill (05/08/2017 15:26)

Concerned about mosquitoes?

Given the high water table this year, nuisance mosquitoes have been a hot topic!

Do you have any standing water on your property or near by? The Kamloops Green Living Expo featured the TNRD Nuisance Mosquito Control Program. It is FREE to you as a resident of Lac Le Jeune.

Mosquitoes are controlled in the larval stage using a biological control agent called Bacillus thuringiensis var israelensis (Bti) Bti is applied to snowmelt water, standing water, where is kills developing mosquito larvae. It is virtually nontoxic to other organisms including people, birds and fish. For more information visit TNRD Nuisance Mosquito Control.

They will come to your property or standing water in your area. They are coming to Lac Le Jeune in the next two week so if you are interested you should call as soon as possible. Regulations are in place that restrict removal of natural landscape beside the lake. The basic intent is to retain the integrity of natural conditions that protect fish and wildlife habitat, as well as maintain water quality. Clear cutting of lakeshore property within the riparian area (30 meter setback from lake), especially steep slopes, and removal of shoreline vegetation are not permitted.

Notice of Public Hearing

This Notice of Public Hearing and advisement of Land Use Contract Termination and Zoning Amendment Bylaw No. 2585 was mailed to residents located within 100 metres of land that is directly affected by the proposed bylaw amendment.

The Public Hearing will take place on Thursday, January 19, 2017 at 1:15pm at the TNRD Boardroom, 365 Victoria Street.

You may also make written submissions prior to January 18, 2017, 4:40pm.
